Introduction
In the sector of construction, Britain has made a tremendouscompetitive progress.Construction sector has an expert in theengineering architecture and design, and most British corporateisoutstanding in providing the construction solutions. This alsoexhibits with the glorious opportunities for the considerableprofessional growth. The international market of constructionestimated moving towards the growth of 70% by 2025. The modificationin the global economy is innovating and creating favorablecircumstances for Britain. For heightening the recovery of economiclosses, British Government is researching new ways to stimulate andenhance the business growth in the construction sector. TheGovernment is taken measures to reform the planning strategies byensuring that financial support is present to finalize theinfrastructure mega projects.Sustaining the construction housingscheme as the driving element for “Help-to-Buy Equity Loan Schemeand the Funding for Lending Scheme” (HM Government, 2013, p.n.d).The British Government is emphasizing to work with the collaborationof material and equipment industry for ensuring that Britishconstruction sectors are well-planned and well-structured for gainingthe benefits from the industrial machinery and opportunities. As faras the Industrial Strategic policy is concerned, the Government isdeveloping the long term relationship with all those sectors that canbe beneficial to provide the major growth. The construction sectorsare also one of them. The Government is given priority to the peoplein the construction industry for the development of long-termpartnership and vision. Furthermore, the Government intervention inconstruction sector results “Construction 2025”, it is the jointpolicy which explains the strategy sets by the Government regardinghow the Government and industry will work with the collaboration ofeach other to place the Britain at the front position of theinternational construction market over the next years.
Discussion
TheGovernment’s ‘Industrial Strategy: government and industry inpartnership’ states we need to: “Build the UK’s competitiveadvantage in smart construction and digital design through theDigital Built Britain agenda” (HM Government, 2013, p.n.d). Theproject “Construction 2025” is the joint strategy basedpartnership that focuses on flourishing the construction industry. The central purpose of this partnership is the improvement of therelationship between Government and construction related industries. As it has the massive influence on the growth of the economy.Althoughthe construction sector is exposed to numerous challenges. The major challenge of construction businesses is the striving toachieve financial stability. That is the reason Government isextending the boundaries to facilitate the trade credit as it isobvious that the construction sector could improve in the overseasglobal market. Industry and Government focus on accumulating theskillful and expert engineers and architecture designers. The Britishcorporateis introducing the sustainable solution to the constructionworld. The modification and enhancement in the global economy areproducing innovative opportunities and struggling to hit the targetof attaining growth of 70% by 2025. It is highly recommended to exertextraordinary effort to take benefit of these opportunities. However, the policy publication and mutual partnership are just the beginningof this development for all those people who have effort to improvethis partnership strategy. Nowadays, industry is expanding itsobjectives to contribute effectively. For achieving the developmentin the construction sector, it is necessary to work with enthusiasm, dedication, and proficiency.
HelpTo Support Sustainable Construction
The sustainable construction also influences the significance ofemergent innovative solution. For taking the maximum advantages fromthe opportunities accessible by the green construction and low carbonalong with the supportive setup, it is necessary that the growth ofconstruction sector should be 22% for the duration of five years. Theproper utilization of digital design and smart construction can alsowork as the driving element. In the starting of 2017, Government willprovide authorization mandate of Building Information Modelling (BIM)for all Government based contracts. BIM is considered as the criticalfactor in the implementation of successful manufacturing strategy.Although, the major priority in the construction sector is theimprovement in the trade business that also completely depends on theskill level, expert, and motivated workforce. Similarly to the othersectors, construction sector also affected poorly due to thedeclination of economic and that specific crash has become a reasonof small businesses downfall. The partnership project “Construction 2025” exhibits the commitment to raise and refine thechannel that facilitates the future opportunities for making itappropriate for the construction businesses. Furthermore, thestrength the supply chain is also one of the significant purposes.
Accordingto the research conducted by the “UK Department for Business,Innovation and Skills (BIS)”, the mega construction projects ofapproximately £20–£25 million, the contractor straightforwardlymonitoring almost 70 sub-contracts in which the large section aresmall approximately £50,000 or less. For the local projects, thesize of sub-contract were less than £10,000. Furthermore, anotherresearch conducted by the BIS explained the current challenges in thesupply chain area of the construction project. There are numerouspieces of evidence about the effective utilization of framework, cooperation among the members of supply chain and the properinvolvement of contractor on the projects. For achieving all these,it is essential to follow important aspects that make possible tosuccessfully deliver the requirement of projects. Furthermore, theother important factors are financing, payment schedule the earlyinvolvement of the contractor and skillful workforce of the supplychain department in the development of digital design strongcollaboration and bonding with the equipment and material suppliersand effectiveness of the managing construction sites. Other keyissues are the less knowledge about the utilization of the wastageresources and replication that are installed in the practice ofconstruction sector.
LowCarbon And Green Construction
Thefocus of this joint strategy is to build the smart construction baseddigital design that allows the lower the carbon footprints andsupport sustainable construction. In this way, the economy willimprove the performance of trade is appeared as the heart of theproject “Construction 2025”. It is necessary to keep working onthe action plan and the vision from the Government and Industry sidesto improve the construction sector. The industrial strategy for theconstruction sector is more focusing on providing the high quality ofprojects at the lower costs and boosting the export rate throughwhich the required, aims can be achieved. It can reduce more than 33%of the initial and final cost of the construction project. It canreduce 50% of the project delivery timings from the initialization tofinalization of the project. It can reduce 50% of the effect ofgreenhouse emissions. It enables the easier import for the totalimport and total export and can reduce 50% of the total cost of thematerial and equipment.
Thereare vast opportunities to make efficient procurement and discovervarious options for further improvement in the procurement process.“Infrastructure Procurement Routemap” provides the proper guidefor the improvement in the project capabilities designed by thecollaboration of Leeds University and Infrastructure UK. It isconsidered as the logical method for the assessing and creating theefficient environment, as it exhibits with the case study andpracticing approach. The Government of British is introducing threemain models for the construction projects: two stage open book, costled procurement and integrated project insurance. All these threemodels support the point of view regarding the involvement ofcontractors and transparency. Government and Industry are presentedtheir joint commitment, explain their agenda and target of buildingthe smart construction. Digital design and implementing the smartconstruction in U.K provide the ultimate growth opportunity for theU.K citizens to acquire the most secure and advantageous job. Reducing carbon footprints in the U.K environment monitor and controlby the board of green construction. It provides recognization ofinternational construction businesses opportunities for theengineers, professional service providers, contractors, manufacturersand construction designers. It also promotes the mutual partnershipbetween industry and the brand manufacturer. Furthermore, designingthe strategies to develop the industry image through motivating youngprofessionals and by applying the collaborative approach to improvethe industry performance in the manufacturing and maintenance ofdomestic repair. It also connects and works with the members ofindustry for guaranteeing of resolving the competency and capabilityproblems in the construction sector. It expands and purifies the tubefor the progress of future and put together in the more useful mannerfor spread out the construction businesses. It improves and drivesthe procurement efficiently, innovate and research further optionsfor gaining more efficiency in the process of procurement that shouldled by the “Government Construction Board and the IUK Client Group"(HM Government, 2013, p.n.d). Generating the relevant condition forthe supply chain to flourish by accessing the finance and paymentproduction explore the field through working with investigating andacademic sectors to promote the further research in the constructionsectors. It expresses the point of view to obsolete the limitation toinnovation and guide the revolution of the construction industry. Ithelps and supports of construction leadership council along with theproceedings and announcing by the industry (HM Government, 2013,p.n.d).
BarriersIndustry Need To Overcome
Thereport of HM Government mentions that almost more than two-third ofthe construction based companies are not emphasizing to innovate atthe construction sectors (HM Government, 2013, p.n.d). Furthermore, the five main limitations are responsible that opposed the advancement in construction: the environment of constructionprocurement repeatedly limits the mutual collaboration between thesupply chain management and client specifically at the beginningstep to further innovate the choices of innovation constructioncompanies are not sure whether the innovation would be rewarding orwould go in wastage, companies are more concerned about the demandsof the real world services and products construction companies findout that the innovation and exploration need a large finance and itis too difficult to handle such large budget some of the supportfrom the Government side is not sufficient and enable the major risk(HM Government, 2013, p.n.d). It is the high time for the Industryand Government to take necessary measures to eliminate all theserestrictions and barriers. The best approach for the implementationof latest technologies and innovative solutions should be propagatedthrough the construction industry. In this way, enormous research andthe statistically based information are transformed into the realworld construction sector.
Removingbarriers to innovation
Inthe areas of low-carbon and sustainable construction, the requiredskills are already well recognized by the expert of the industry. Forexample: With the help of Green Skills Alliance, the GreenConstruction Board is conducting research regarding the innovation ofgreen landscape system and notify the limitations that work as thebarrier to achieving the targets of 2025. In a similar way, if anyconstruction company is adapting the techniques of the digitaleconomy then mobilizing the expert level professionals are necessaryas it will helpful to implement technology in the constructionenvironment. Moreover, the techniques of digital design are theessence for the construction sector. Although, the next years willrequire the multi-disciplinary expertise that can facilitate theintegration from the supply chain.
Conclusion
Thedevelopment of low carbon and sustainable construction projectsdemand the enormous transparency and positive assurance which is thenecessary element to boost the businesses. Government and industryare investing in the financial sources of the construction sector. For understanding the opportunities for the future in both privateand public sector, the international market is offering the chance ofopening the individual business. The government claims that thevision of Construction 2025 is to enable practice of developing thelarge market and executing the technological strategy. This will behelpful to gain the jobs for the upcoming professionals and providethe opportunity to remove the carbon footprints from the environmentowned by the board of green construction.
